This session introduces the basics of ranked choice voting (RCV) including a hands-on mock election to walk through the process. Then, a panel of experts will share how RCV has been implemented in their jurisdictions, what motivated the change, what makes their models unique, and the outcomes they saw. The discussion will cover real-world challenges, successes, and lessons for others considering RCV.

Please note this is a 90-minute session.

  

Anton Boegman

Chief Electoral Officer

Elections British Columbia

Anton Boegman was appointed as the Chief Electoral Officer of British Columbia on June 1, 2018, and served as an Electoral Boundaries Commissioner from October 2021 to April 2023. A planning expert and acknowledged as innovative and passionate about elections, Boegman’s focus has been improving accessibility to voting and enhancing electoral services. He played a senior leadership role in the past five provincial general elections, four referenda, including the 2018 British Columbia electoral reform referendum, and 12 provincial by-elections.

Zack Taylor

Associate Professor

Western University

Zack Taylor is Associate Professor of Political Science at the University of Western Ontario, where he teaches and researches in areas of urban politics and local governance. He is founding director of Western’s Centre for Urban Policy and Local Governance and a fellow at the University of Toronto’s Institute on Municipal Finance and Governance. He is principal investigator of the Local Democracy Project, a national, five-year, funded project on local election campaigning and campaign finance.

Allie Swatek

Director of Policy and Research

NYC Campaign Finance Board

As Director of Policy and Research, Allie Swatek leads a team focused on intergovernmental outreach, policy and data analysis, and original research on voting and campaign finance. Her team produces the agency’s Voter Analysis Report and the Post Election Report and led the campaign to familiarize New Yorkers with ranked choice voting in 2021. Before rejoining the CFB, Allie worked on elections, budget, and procurement policy issues at the 2019 NYC Charter Revision Commission and supported the government affairs team at JPMorgan Chase. She holds a B.A. from NYU’s Gallatin School of Individualized Study and a MPA from the LBJ School at the University of Texas at Austin.

Tiffany Montemayor

Senior Director of Implementation

Ranked Choice Voting Resource Center

Tiffany became an elections administrator in 2020 as the Public Relations Manager for the State of Alaska Division of Elections. She was responsible for the public education campaign of Alaska’s nonpartisan top-four primary and RCV general elections during the state’s successful implementation of the two new systems. Tiffany began working for the Ranked Choice Voting Resource Center in September 2023 and, as the Senior Director of Implementation, is responsible for overseeing the development and publication of educational content and working directly with administrators on how to implement ranked choice voting.

 

Deborah Scroggin

Elections Division Manager

Office of the City Auditor, City of Portland

Deborah serves as manager of the Portland City Elections Division which oversaw implementation of historic electoral reforms in 2024, including a change to proportional and single winner ranked-choice voting. The division also conducts voter education and enforces campaign finance and lobbying regulations. Deborah has over a dozen years of elections experience, most of that time with the City of Portland. Recently, she served as U.S. delegate on three international election observation missions with the Organization for Security and Cooperation in Europe. Deborah holds an MPA from Portland State University and a bachelor’s in science from the University of Oregon.

Stephanie Gnoza

Boulder County, Colorado

Stephanie Gnoza is the Elections Director for Boulder County, Colorado, where she leads a team dedicated to conducting transparent, secure, and efficient elections. With a strong background in accounting and a deep commitment to process improvement, Stephanie brings a data-driven and compliance-focused approach to election administration. In addition to her leadership within Boulder County, Stephanie plays a prominent role at the state level as the Elections Technical Co-Chair for the Colorado County Clerks Association.
