Leanne Davis Executive Director City of Pittsburgh Ethics Hearing Board Leanne Davis serves the City of Pittsburgh Ethics Hearing Board as its Executive Director and Ethics Officer. Ms. Davis has fifteen years of public service and practiced law in New York, Ohio, and Pennsylvania. In addition to her family of three children, she also enjoys rowing, reading, and helping with COGEL’s annual Art-Around. 

Bonita Chang Compliance Director Hawaii Ethics Commission Ms. Chang, Compliance Director for the Hawaiʻi State Ethics Commission, oversees training, guidance, education activities, and ethics and lobbying-related disclosures. Before joining the Commission’s office in 2014, she was an associate attorney at Fukunaga Matayoshi Hershey & Ching for over twelve years, specializing in asbestos litigation, product liability, and insurance defense. She also served as a staff attorney for the Public Utilities Commission for several years, handling state regulatory and administrative proceedings involving electrical and water utilities, motor vehicle carriers, water transportation carriers, and energy efficiency-related dockets.
