Rethinking Political Ethics and Regulation in a Time of Change (Ethics CLE)
Joint Virtual Program with Council on Governmental Ethics Laws (COGEL) and ABA Section of State,Local and Tribal Government Law
This program examines the rapidly evolving landscape of political conduct, governance norms, and regulatory frameworks at the federal, state, local, and tribal levels. As public trust, technological disruption, polarization, and novel forms
of influence reshape political life, traditional ethics rules and enforcement mechanisms are being tested in new ways. This program explores how existing ethics regimes, including conflict-of-interest laws, campaign finance rules, lobbying
regulations, and transparency requirements, are adapting to contemporary challenges such as digital campaigning, AI-driven messaging, and the blurring of public and private roles. The panel will also consider the future of regulation in
these areas, connecting leaders of the Council of Government Ethics Laws with students of election law and technology, policy during a virtual conference of the ABA Section of State Local and Tribal Government Law. Participants will
engage with emerging legal questions, enforcement gaps, and reform proposals, while considering how lawyers and regulators can advise clients, public officials, and institutions in a manner that promotes integrity, accountability, and
compliance in a shifting political environment.
